Our Founder
Phoenix Youth and Family Services was founded in 1995 by Toyce Newton to create opportunities for economic, social and community development in rural and impoverished counties in Southeast Arkansas.
Since its founding, the Department of Labor has recognized the Phoenix Youth Opportunity Movement as one of the most innovative service delivery programs in youth development.
Our Mission
Phoenix Youth and Family Services provides safe pathways and strong supports for young people in the Arkansas Delta to navigate historic and systemic inequities in resources, power and opportunity.
When youth have what they need to be successful, the entire community can prosper.
We work with youth and their families, local school districts, law enforcement agencies, the court system, local businesses and faith based groups in rural, southeastern Arkansas to create supportive networks that are rooted in the home communities of the young people we serve.
